Village Clerk


The Village Clerk is elected to a 4-year term. The clerk has a wide range of duties, including being the official record keeper of the village and serving as the fiscal agent.

  Julie James was elected Village Clerk in April 2013.

Julie and her family have lived in the Tri-Valley community for since 1998 and in Downs since 2004. She holds a Business Administration and Economics degree from Illinois College and is employed at Midwest Electronics in Ellsworth.

Julie grew up on a farm, 2 hours southwest of Downs, in a small village called Chapin. She and her husband, Mike, who was elected as Mayor in the same April 2013 election, met in high school.  After college, they relocated to the Bloomington area.  Julie says that it was growing up in a small town that led her and Mike to move to Downs, as they both appreciate small schools, small-town values and the spirit of the community.

They have 3 children, Lauren, Tyler and Brandon.
