The Village of Downs (Downs) will hold a public hearing on May 29, 2020, 5:00 pm, via Zoom and the Village Hall to provide interested parties an opportunity to express their views on the proposed Downs Rebuild Illinois Fast-Track Public Infrastructure Grant (RIFTPI) project application. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact the Village Clerk via mail: PO Box 18, Downs, IL 61736; email: clerk@villageofDowns.org or phone: 309-830-7373 no later than May 28, 2020. Every effort will be made to make reasonable accommodations for in-person attendance.
On or about May 30, 2020 the Village of Downs intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the Rebuild Illinois program. This program is funded by state funds as included in the 2019 Capital Bill. These funds are to be used for a community development projects that will include the following activities: Water Treatment Plan Upgrades, Streetscape Parking and ADA Accessibility Upgrades, Public Works Maintenance Building Additions. Three separate projects and application requests will be submitted. The total amount of Rebuild Illinois funds to be requested for these three projects are $1,400,000, $500,000, and $300,000 respectively. The Village of Downs also proposes to expend $300,000 in non-Rebuild Illinois funds on the projects. These non-Rebuild Illinois funds will be derived from the following sources: TIF 1, general or other Village fund(s), and as a last resort resident debt service.
Information related to this project will be available for review prior to the public hearing. Information is available by contacting the Village Clerk, Village website, PO and Mobil gas station. Interested residents are invited to provide comments either at the public hearing or by prior written statement. Written comments should be submitted to Village Clerk before the end of hearing on May 29, 2020. This project will result in no displacement of any persons or businesses.
