Looking for Assistance Programs?


City of Bloomington Township has an online form which you can complete to apply for assistance.  General Assistance / Emergency Assistance / Basic Maintenance Assistance (Rent, Utilities, Food, Etc.) You can also call (309)828-2356 for the Downs Township Supervisor.  They are open Monday thru Friday from 8:00 AM - 4:30 PM, closed from 12:00 PM - 1:00 PM for lunch.  They are also on Facebook!

The Salvation Army has a broad mission to do the most good in our communities and throughout the nation. We do this by providing the necessary services needed by our brothers and sisters who need relief and spiritual support. Our service areas include:

If you find yourself without the means to pay for rent or utility bills, we may be able to help you. Please review the following guidelines to determine if your need may be a match for our services.

  • We typically offer assistance, for amounts of $500 or lower, to help with utility bills or rent payments.
  • We only offer assistance once per year for an individual/family.
  • We must have a valid Driver’s License or State Identification card; you will need to have this available.
  • If you are requesting help with your rent, you must have a written rental agreement or lease in place that we can review.
  • If you are requesting help with utility bills, we must have your account number for the utility; it’s helpful to see a recent bill or statement.

The Veterans Assistance Commission (VAC) assists veterans with various services listed below:


The Lifeline program in Illinois helps low-income individuals and households obtain local telephone or broadband service through a partial subsidy of monthly bills. UTAC also provides a partial subsidy towards the cost of installing a new phone or broadband connection for wireline subscribers.
